Bart's Priorities

Bart’s conservative values of faith, family and freedom guide his actions in Frankfort and his legislative record is a testament to that. He knows what kinds of policies promote job growth and Bart aims to help hard-working Kentuckians and families.

(1) Economic Growth for Our Communities

In 2018, I sponsored legislation that redistributed economic development dollars to counties in rural south central and western KY (HB 114). Our economy is at the foundation of healthy families and Kentuckians deserve a government that will do its part to help.

Our Kentuckians are ready for relief from our current economic burdens. Expanding job opportunities is one way to offset this burden. It is true that some the jobs being created cannot be considered quality or well-paying, and we cannot exist on service-based jobs alone. To move our families forward towards success, we need to invest in manufacturing high-quality goods and in bringing new businesses to our district. I have sponsored bills to boost our poultry industry – poultry is Kentucky’s to agriculture commodity after all. I have also worked on legislation to make aluminum more competitive.

I was pleased with the Republican Majority’s work to pass pro-business, pro-job policies in the past few years. Such legislation caused the unemployment rate to fall to a 42-year low. With the recent hardships our families are facing, we have our work cut out for us to get back the ground we lost. We need to start getting the economy back on track, and quickly.

(2) Lower the Tax Burden on Working Families

I know Kentucky families are already paying too much. That’s why I vote to give our working families tax reductions. As your legislator, I have worked with our Republican majority to implement comprehensive tax reform – reform which took Kentucky from 33rd to 18th in competitiveness. As long as I am in office, I will stand up for our hard-working Kentuckians and cut excessive taxes.

(3) Guarding the Strong Values of Our District

I believe life begins at conception and am 100% pro-life. I also believe that women who are facing an unplanned pregnancy deserve our support, not condemnation. All life is worth defending. This message is meant to be rooted in compassion, and we must foster a culture that respects all life. Our state is grounded in family values and I will always oppose legislation that seeks to eliminate the rights of the unborn. Even further, I will fight the public funding of Planned Parenthood and their deception towards women. I am proud to say that I have a strong pro-life and pro-family voting record.

(4) Healthcare that Works

Premiums are climbing and families are losing their insurance. Kentuckians have a right to be frustrated. We need to fix what is broken and implement more common-sense solutions that actually reduce costs and provide patient-centered solutions. I will work for real health care solutions that put patients back in the driver’s seat. I will work to expand access to health care in rural areas and protect our seniors.

(5) Defend the 2nd Amendment

I am the only candidate endorsed by the NRA, with the highest A+ rating for my pro-second amendment and pro-sportsman policies. The Second Amendment of our Constitution has been under attack for years. I will always oppose any legislation that seeks to erode your rights!

(6) Support our Local Police & First Responders

I have been honored to sponsor such positive legislation as the Blue Lives Matter bill, a measure that was passed to help reduce the number of attacks on police officers. We must support our first responders who continue to be our first line of defense.

(7) Fighting for Better Education

I will fight to improve flexible learning options for our Kentucky children, as well as promote legislation to keep them safe while in school. Sustainable education includes providing a healthy environment for teachers and for student growth. We need to take a hard look at the effectiveness of Common Core Standards as well as develop competitive and employable students. Our children deserve strong and long-lasting chances at a brighter future.

(8) Promoting Transparent & Efficient Government

Many families are struggling to make ends meet, but widespread fraud and abuse has caused needed dollars to miss those who need them the most. Our taxpayers can’t afford to pay for inefficient government programs while they struggle to pay their own bills. Part of the answer to this problem includes better government transparency. Transparent leadership helps keep our members accountable to the people they serve.
